If they started teaching them as soon as they were holed up in Mama Gkika's, and that's what they've been doing the whole time with occasional breaks for bar brawls and poetry readings... that might almost be long enough.

I think the offer to teach her how to throw knives shows us several things that were (are?) not obvious.
Remember where the Jaegers come from; only the best of the Heterodyne troops were "offered" the jaegerdraught. If it really was an offer, and not an order (and the General's speech to Boris wouldn't make sense if it weren't) then some fraction accepted it (I suspect most of them, but I may under estimate the mindset or over estimate the sanity of the sample). And then only a small portion of those survive the experience. Want to talk about instant esprit de corp? Before you only *believed* you were the best of the best. Now you have proof! There is a reason why the Jaegers think they got the best side of the bargain taking the Jaegertroth!
Second, they are local boys, and they live until they meet something meaner, stronger and smarter. They mostly grew up around/in Mechanicsberg; it is *home*. Teaching the kids self defense, starting early with knife throwing, improves the place.
And, if she grows up all sharp and dangerous, like a pudding bag full of knives, so much the better!
It shows respect for an old comrade. Mitko and Borislav are on a first name basis (though a formal Jaeger may be an oxymoron); there is respect *both* ways there.
The Jaegers may be feared and despised everywhere else, but in Mechanicsberg, they are family. It is good to be home.
